Infrastructure improvements and maintenance of the district have been activated by the Lower Kirby Pearland Management District and the Pearland Municipal Management District No. 1. The vision for Lower Kirby would not be possible without the Districts’ financing and maintenance capabilities. These districts issue bonds to finance improvements and maintenance projects in the district.
Lower Kirby Pearland Management District (LKPMD)
This district was legislatively created on June 15, 2007. LKPMD has the ability to issue bonds for infrastructure and park projects. In late 2017, LKPMD developed a master trail and landscape plan for the Ivy Park & District’s regional detention ponds and the major drainage corridor.

Pearland Municipal Management District No. 1 (PMMD1)
This district was legislatively created on June 17, 2005.

In February 2014, the City and Districts entered into Master Financing Agreements with both Districts. The City, through the Pearland Economic Development Corporation, provides funding for infrastructure improvements in the District.
